&lt;p&gt;Numerous explanations can help us understand our conundrum. We can start with the keen awareness that technologists have of their value right now, and how it drives up cost. Or, look at the record number of resignations and low unemployment numbers (&lt;a href="https://www.dol.gov/ui/data.pdf"&gt;Department of Labor’s&lt;/a&gt; December 2021 report is at 1.5%).&lt;/p&gt; 
&lt;p&gt;In the end, it all comes down to supply and demand. While there are currently 8.6 million people considered out of work in the U.S. right now, there are 10 million job openings. And if &lt;a href="https://www.economist.com/finance-and-economics/evidence-for-the-great-resignation-is-thin-on-the-ground/21806659"&gt;Microsoft&lt;/a&gt; is right, we’ll see 46% of the global workforce make a major career transition in the immediate future, adding more openings just when we need more jobs filled. The talent supply simply cannot meet talent demand.&lt;/p&gt; 
&lt;p&gt;&lt;strong&gt;There is a bright spot&lt;/strong&gt;, however, and it’s found in remote work. Candidates overwhelmingly cite the ability to work from home as the leading benefit on their wish list. In response, companies are &lt;a href="https://www.hcamag.com/us/news/general/these-10-well-known-companies-offer-fully-remote-or-hybrid-work-arrangements/314596"&gt;embracing remote workers&lt;/a&gt;. More than half of employers are encouraging remote work and, of those, 16% are exclusively hiring remote workers.&lt;/p&gt; 
&lt;h3&gt;OK, remote. But how remote?&lt;/h3&gt; 
&lt;p&gt;Once the answer to remote is “Yes,” the next question is this: How remote can the job be?&lt;/p&gt; 
&lt;p&gt;Remote workers generally work from home, whether home is across town or across the country. But there is a large pool of skilled remote workers across the world. Certain job openings that affect sensitive areas like IP and national security, such as the &lt;a href="https://www.cyberseek.org/heatmap.html"&gt;500,000 unfilled cybersecurity positions &lt;/a&gt;across our economy, are best addressed within the U.S. Those roles, however, are a small percentage of the total number of technology positions that need to be filled. A growing talent trend referred to as “&lt;a href="https://www.standard.co.uk/business/borderless-hiring-trend-growing-on-london-tech-scene-amid-skills-shortages-war-for-talent-b966501.html"&gt;borderless” teams&lt;/a&gt; is helping businesses overcome critical tech shortages and embrace a new kind of talent-driven globalization.&lt;/p&gt; 
&lt;p&gt;The practice of bringing foreign professionals into the U.S. on H1B visas was curtailed in 2020. Immigration troubles continue to impact the job market, with &lt;a href="https://www.politico.com/news/2021/12/04/immigration-system-labor-squeeze-523744"&gt;millions awaiting&lt;/a&gt; visas and green cards while only 140,000 are awarded each year.&lt;/p&gt; 
&lt;p&gt;If international tech talent can’t come to America, then international talent engagement may be the solution.&lt;/p&gt; 
&lt;h3&gt;Why hire globally?&lt;/h3&gt; 
&lt;p&gt;When pressured to identify solutions that meet your hiring needs, it’s advantageous to consider options outside of your comfort zone. Here are three reasons to consider a global hiring approach:&lt;/p&gt;

&lt;p&gt;There are numerous locations throughout the world where talent is well trained, yet the cost to hire is lower because the cost of living is lower. Here are just two examples:&lt;/p&gt; 
&lt;h3&gt;Eastern Europe:&lt;/h3&gt; 
&lt;p&gt;Average salaries are lower and talent engagement faster and easier. In Belarus, for example, current Eastern European compensation aggregators like &lt;a href="https://salaries.dev.by/"&gt;this one&lt;/a&gt; put average annual salaries for programming talent at approximately $30K. ForPolish programmers, Mojo Trek research and employment experience put average salaries at around $60K. &lt;p&gt;With the improbable now reality, this is a great moment to take a look at what’s working in remote recruitment and employment and what needs more work. To help celebrate the good and identify where improvements are needed for employers and candidates, we invited &lt;a href="https://www.linkedin.com/in/andre-mileti/"&gt;Andre Mileti&lt;/a&gt;, the VP of Enterprise for onboarding automation leader &lt;a href="https://www.ableteams.com/"&gt;Able&lt;/a&gt; (formerly EmployStream) to weigh in on the state of remote talent engagement alongside Mojo Trek’s own CEO, &lt;a href="https://www.linkedin.com/in/marinaperla/"&gt;Marina Perla&lt;/a&gt;.&lt;/p&gt; 
&lt;h3&gt;Is Remote Recruitment Working? Yes&lt;/h3&gt; 
&lt;p&gt;A lot of recruitment has been fully digital for a long time, and it’s worked. “Think about traveling nurses and other mobile healthcare roles,” explained Andre. “These roles have been recruited remotely for years. It’s not new.”&lt;/p&gt; 
&lt;p&gt;Recruiters have been leveraging phone and video interviews for many years, but there is a big difference. Now they are being joined by hiring managers who (often) have much less experience with digital, distanced interviewing and assessment. “We had several employers who had long made in-person interview requirements non-negotiable prior to COVID. If they couldn’t meet the candidate in person, they wouldn’t hire them,” said Marina. “But they have been very quick to adapt in the last few months. Many have fully embraced remote hiring and pursue top talent all over the United States. They have gotten creative and are using Teams, Google Meets and other remote engagement and HR tools to help hiring managers interview and vet talent digitally.”&lt;/p&gt; 
&lt;p&gt;While healthcare has been in the remote recruitment business for years, it’s a new experience for other sectors. “Remote recruitment is entirely new for a lot of light industrial employers but the necessity is opening their eyes and accelerating digitization,” said Andre. “And they are seeing unanticipated benefits like being able to cast a wider recruitment net because location matters less.”&lt;/p&gt; 
&lt;h3&gt;Is Remote Onboarding Working? Yes&lt;/h3&gt; 
&lt;p&gt;According to Andre, the entire onboarding process, minus the I-9 in-person review, can be easily done remotely for any role, automating tedious manual work and accelerating time to productivity. “The U.S. government has even relaxed the I-9 rule for fully remote workplaces,” said Andre, who anticipates the I-9 requirement could eventually change for all employers as short-term remote work evolves into permanent remote work for millions of U.S. workers.&lt;/p&gt; 
&lt;p&gt;Marina and the Mojo Trek team have embraced remote onboarding as a company. “We’re a recruiting firm with lots of remote resources so we have always put a high value on having an in-person onboarding experience. We love that time to share company culture and get acquainted,” explained Marina. “We were surprised that the change to fully remote onboarding worked so well with technology.”&lt;/p&gt; 
&lt;p&gt;Much of that onboarding success can be attributed to putting key practices and tools in place. According to Marina those include:&lt;/p&gt; 
&lt;ul&gt; 
 &lt;li&gt;&lt;strong&gt;Start with Culture. &lt;/strong&gt;Virtual office tours can help new hires get to know the workspace and recognize it as theirs (even if they are remote).  &lt;li&gt;&lt;strong&gt;Invest in Tech. &lt;/strong&gt;Technology is more important than ever in the workplace and that also goes for onboarding. Many hiring managers, for example, needed time to learn how to use remote interview technologies and conduct digital candidate assessments. One area that remains challenging in the remote environment is leadership evaluation. &lt;h3&gt;Most workers want flexibility as to where they work&lt;/h3&gt; 
&lt;p&gt;Despite all of this, employees overwhelmingly desire flexibility in where they work. A recent Deloitte survey of &lt;a href="https://www.reuters.com/business/finance/finance-firms-return-to-office-crackdown-could-backfire-study-2023-08-08/"&gt;700 financial executives&lt;/a&gt; showed that 66% who worked remotely part-time would quit if they were ordered to return to the office five days a week. Of those polled, caregivers with remote or hybrid arrangements were 1.3 times more likely to leave their jobs if that flexibility was taken away. &lt;/p&gt; 
&lt;p&gt;According to a &lt;a href="https://www.pewresearch.org/short-reads/2023/03/30/about-a-third-of-us-workers-who-can-work-from-home-do-so-all-the-time/"&gt;Pew Research Center&lt;/a&gt; survey, the biggest perceived upside to working from home is the balance it provides: 71% of those who work from home all, most, or some of the time say it helps them balance their work and personal lives. Remote work helps people care for children and elders and saves money on commutes, food, and work attire. &lt;/p&gt; 
&lt;p&gt;A majority of those who are working from home at least some of the time (56%) say this arrangement helps them get their work done and meet deadlines. Contrary to employer perception, more than half of workers say working from home has no impact on their career development (63%); whether they’re given important assignments (77%); or mentorship opportunities (54%). &lt;/p&gt; 
&lt;h3&gt;Forced back-to-office mandates impact talent recruiting and retention&lt;/h3&gt; 
&lt;p&gt;According to &lt;a href="https://www.gallup.com/workplace/397751/returning-office-current-preferred-future-state-remote-work.aspx"&gt;Gallup&lt;/a&gt;, approximately 20% of the 70+ million U.S. workers who can do their jobs remotely are working entirely on-site or plan to do so in the future. This is down from 60% in 2019. Strikingly, only 6% of workers want to be in the office full-time.&lt;/p&gt; 
&lt;p&gt;Research from workplace strategy and construction firm &lt;a href="https://www.unispace.com/returning-for-good-ty?submissionGuid=aebd2c38-2305-4535-8272-a2fb099b8f3a"&gt;Unispace&lt;/a&gt; indicates that enforced days in the office are negatively impacting talent attraction and retention. Almost half (42%) of firms who mandated returns have experienced higher than normal employee attrition, while 29% are struggling to recruit.&lt;/p&gt; 
&lt;h2 class="scroll-to-element"&gt;Employer Best Practices: Balance flexibility with business demands&lt;/h2&gt; 
&lt;p&gt;While organizations struggle with remote work policies, virtual employees debate what to do if they are required to return onsite. A balance can be achieved and maintained through policies that focus on attracting and retaining talent, creating a sound company culture, and driving business success. Below are four best practices for developing and communicating remote work policies.&lt;/p&gt; 
&lt;h3&gt;1. Build trust and via thoughtful communication from leadership&lt;/h3&gt; 
&lt;p&gt;Business leaders need to explain the “Why?” behind a return to the office requirement. Threats of slower career advancement and lower bonuses or raises might work in the short term, but they will lead to disengaged employees who will jump ship as soon as possible. Instead, bring employees along with you by disclosing the real reasons you want them back in the office. For example, many leaders are concerned about a possible economic downturn and believe bringing people back to the office will improve business results. &lt;/p&gt; 
&lt;h3&gt;2. Establish clear work-from-home policies&lt;/h3&gt; 
&lt;p&gt;Create well-defined policies around remote work. &lt;a href="https://www.fastcompany.com/90859204/addressing-lack-of-hybrid-work-guidelines"&gt;Mercer&lt;/a&gt; surveyed 749 organizations and found that 48% rely on informal and ambiguous guidelines to manage flexible work, 17% are completely hands-off, and a mere 34% rely on clear and transparent formal rules. This lack of guidelines and expectations can seriously impact attracting and retaining talent, as well as workplace morale. &lt;/p&gt; 
&lt;p&gt;Once you have policies and guidelines in place, be sure to provide managers with ongoing training, tools, and benchmarks for managing remote and hybrid workers. For example, some organizations ensure that team members are in the office on the same days so they can collaborate on projects and strengthen their connections. &lt;/p&gt; 
&lt;h3&gt;3. Address gender and racial disparities&lt;/h3&gt; 
&lt;p&gt;In a recent &lt;a href="https://www.washingtonpost.com/wellness/2023/06/22/remote-work-family-socialization-time-use/"&gt;Harris Poll&lt;/a&gt;, more than half of women said they enjoy working remotely and want to continue doing so, compared with 41% of men. SHRM’s survey of U.S. workers whose employers shifted to remote work during the pandemic shows that 84% of male workers described their return as positive, compared to only 62% of female workers. Given that &lt;a href="https://www.washingtonpost.com/wellness/2023/06/22/remote-work-family-socialization-time-use/"&gt;women spend almost twice the time&lt;/a&gt; men do on primary childcare, these discrepancies are not surprising. &lt;/p&gt; 
&lt;p&gt;When it comes to advancing their careers, 52% of Black workers and 50% of women say working from home is better than working in the office, compared with 42% of non-minority men. Black workers (63%) and women (58%) feel more ambitious when working from home versus the office. Just 46% of men feel the same way.&lt;/p&gt; 
&lt;p&gt;Applying a DEI lens to your remote work policy will help ensure you can strengthen your organization’s ability to recruit, retain, and promote minorities and women. &lt;/p&gt; 
&lt;h3&gt;4. The hybrid work model: finding the right balance&lt;/h3&gt; 
&lt;p&gt;According to &lt;a href="https://www.pewresearch.org/short-reads/2023/03/30/about-a-third-of-us-workers-who-can-work-from-home-do-so-all-the-time/"&gt;Pew Research Center,&lt;/a&gt; 63% of hybrid workers who are not self-employed must work on-site a certain number of days weekly or monthly. More than half (59%) of hybrid workers work from home three or more days in a typical week, while 41% do so two days or fewer. &lt;/p&gt; 
&lt;p&gt;Many hybrid workers would prefer to spend more time working remotely than they currently do. If given a choice, 34% of those who are currently working remotely most of the time say they’d like to work from home full-time. Among those who are working from home some of the time, half say they’d like to do so all (18%) or most (32%) of the time.&lt;/p&gt;
